How important is it to repair plaster before repainting ceilings?

We have peeling paint on our ceilings. We're pretty sure this is from previous water damage (which is not an issue anymore). What we're trying to figure out is if we can just repaint the ceilings or if the plaster under the paint is probably very damaged to the point of needing for it to be repaired first? I know plaster work is quite expensive, so if it isn't necessary, we'd rather not get into it!
