Here are a couple of previous similar questions with responses - both for just replacing the wax seal (common cause of your problem) and also the greater expense to replace a broken flange, which is the ring on the sewer pipe that the wax ring seals the toilet to, and that the toilet mounting bolts bolt into.

Obviously, Plumbing is your Search the List category for a repairman. Most Handymen will also do it cheaper - but whether they will do it right or not is somewhat dubious.
