If you can reach them, pull them down and dispose of in sealed plastic containers in the trash pickup - be sure to crush any larvae that fall onto the ground.

For high trees - commercial spraying, particularly before hatching in the early summer.

Also - put up bird nesting boxes for species that eat them, like magpies and jays, but they will never stop the infestation - just reduce it.

There are also certain plants you can plant to attract certain types of wasps, that then eat the larvae - again, limiting, not totally eliminating the problem.
