How much to rough in plumbing for a washing machine, and placement of 14 feet of dryer vent?

I want to move my washing machine and dryer wall (the wall behind them that houses the plumbing and vent) back 14 inches, then rework the plumbing into the new wall and place a new dryer vent into the wall, and run it approximately 6 feet (and into that possible if this is an electric dryer?) underground?

I have cement slab, so the vent I am assuming will have to be run under the floor and through the slab? Or, if possible, just along the back wall and into the garage? Is that possible? How much for this relatively simple job in Lexington, KY? Will I need to pull a permit just to move a laundry room wall? What if I just made it an alcove...and moved 1/2 the wall--including the plumbing?
