Have you tried a deck wash product (Hydrosodium chloride)? You can get it in the paint department of any big box home improvemnt store. Apply it full strength with a sprayer. You will probably have to spot- treat, then treat the entire concrete block, let it rest, and then powerwash for an even appearance. If you hire a person to do the powerwash, make sure their machine is not too strong! If it is, it can remove the entire top dress layer of the concrete and make it very rough, not desirable if it is concrete around a pool. I use a simple electric 1400 psi sprayer. Use the fan spray, not the pinpoint.
After powerwashing the entire area, use a concrete sealer. Properly Seal this and you won't have this pee problem again.

Simple TSP (trisodiumphosphate) scrubbed in with a stiff bristle carpenters broom or hand scrub brush, then hosed off, will also work fine. IF staining stillshows after cleaning, then go to a prespray and let soak for a few minutes with an UNCOLORED laundry presoaker like Shout, or a tub and tile cleaner.
