I hired a general contractor who did not get a building permit for a remodel. Is he responsible or am i?

This was a bathroom remodel and new electrical and a heated floor was added. There was also substantial plumbing changes made. I assumed he would pull the permit if required but he just informed me he did not. Can he lose his license for this and if I pull the permit retrospectively could I make him pay the penalty fee that would be applied.
