Plumbing would be the Search the List category for this - be sure to tell them you have a frozen leaking pipe - not just a leak - a few plumbers do not do pipe thawing, and because you already have a break yuou do not want JUST a pipe thawing company - many ofthem do not do plumbing repairs.

Cost of course depends on what damage there is, and how hard it is to get at. A simple split pipe in wide-open accessible conditions in an unheated basement or crawlspace which is relatively clean and wide open might run minimum service call charge of commonly $100-150 (ranging from about $75-400 in cheapest and most expensive locales respectively) and maybe $10-50 materials. If poor access, has to remove a bunch of insulation to get at it, or worse has been foamed-in with sprayed foam insulation (which both has to be removed and makes soldering very difficult because it is VERY combustible) labor can sometimes be double that amount.

I assumed above a water pipe (most usual to break in freezing conditions) - if it happens to be a sewer line then including sewage cleanup can sometimes run into the $500-700 range normal cost depending on how much sewage escaped. Ditto for shallow (not more than about 3 foot depth) buried frozen water lines.
