If you have the right parts you can do it yourself. Or call a company that specialists in window repairman

Here is a previous similar question with answers on that - generally not at all tough to do yourself - actually in moat cases just needs next larger size mounting screws (watch the stickup - tight clearance with some brands) or some lubrication - they rarely actually wear out, though the pot metal handles and lock latches can get broken easily. Home Depot and Lowes carry a fair selection of parts - of course take yours in for matching, and pay attention to the crank bar length - on egress rated windows the opening bar is longer to open the window pretty much wide open, not just 45 degrees or so.

Online places have them too - and some manufacturers like Hurd carry parts at reasonable costs for windows going back 30 years and more.
