I need someone to replace old heat tape on my mobile home, zip cod 02816 RI.

Plumbers commonly do this - as do some Electricians. For replacement of existing tape (so no new electrical power leads or circuit needed), typically about $300-400 on a single-wide or a couple to few hundred $ more on an extended or double-wide which has decent access underneath and has not had the heat tape covered over with insulation. Can run up to $600-1000 range in extreme cases where a lot of insulation has to be taken off the bottom of the trailer, heat tape applied, then reinsulated in a way that the heat tape will not overheat.

(BTW - MANDATE that they use self-limiting heat tape - which will not overheat by itself if installed per instructions.

And the heat tape(s) should all be one GFCI outlet also so they will cut out if they short out. And of course, good idea to have both temperature (freeze) alarm(s) on the pipes in the coldest spot(s) and also a power failure alarm for that circuit, so it will tell you if the power cuts out in that circuit because the GFCI tripped. Doing these if you do not have them runs about $200-400 typically by an electrician.
