If I wanted to plant bushes (shrubs) in Chicago to sustain the weather. Also, what are the best flowers to plant that will blossom yearly?

Chicago winters can be brutal.

By "sustain the weather" do you mean as a wind barrier? Or do you mean something that will survive your winters?

There are many, many choices and you should decide whether you want them just for blooms, for fruit, for windbreak, hedging , etc.. Most shrubs bloom every year. Once you know what purpose you have in mind you must determine what your winter hardiness zone is and take it from there.
