If a problem still exists after a company did repairs That was supposed to fix the problem am I liable for the cost

We hired a plumber to diagnose and repair a flooded basement. They came out and told us that the water heater was leaking sewer lines are leaking gas lines were leaking and freshwater was leaking. Now this is an older house and there probably was issues with those particular items but after they did all the repairs the basement was still flooded.. now all the houses in this neighborhood have Cellars that tended to flood during the rainy season because the cellars are under the water table.. most of the houses have sump pumps better installed in the cellars or basement that are dug down six to eight feet lower than the floor or foundation. Obviously all the work they have done did not fix the flooded basement and we feel that they taken advantage of the homeowner because she did not understand what needed to be done versus what they told her would cure problem. Now $27,000 of work was done and we still have a flooded basement. Reputable company should have fixed problem then sold other
