Is Googone safe to use on hardwood floors to bring tape adhesive off?

Blue painters tape has been taped to floor and steps for extended period of time and will not come completely off.

Not likely - it is mostly petroleum distillates, xylene being a major componetn from the smell - which will dissolve pretty much any finish on the floor. Xylene is one of the most aggressive solvents for paints and finishes.

Normal method for wood floor with a varnish or polyurethane type clear finish on it - orange oil based or mineral oil based cleaner or mineral oil itself (Johnsons baby oil) - dabon and let sit for just a few minutes, then scrape off with a DULL plastic scraper or fingernail or plastic spatula, resoak as needed - may take several applications and scrapings if thick adhesive. Final wipeup with same, then clean immediately with normal wood floor cleaner to remove the oil. Do NOT let soak for a long time - can penetrate the finish and create an oil stain in the wood itself. WD-40 also works well but a bit more aggressive and can soften most finishes if left on for more than minute or so, so is a quick spray and scrape and wipe clear situation if you use that.

If just a wax finish, or if you do not know, then do NOT use oil - will stain the wood. If in doubt, calla Flooring (your Search the List category) installation and refinishing company - typically about $100 for a service call for up to about an hour work.
