Is the National Prescription Assistance Network Rx discount card legitimate?

I have received this card in the mail, on an unsolicited basis, two times now. I ignored the first one, believing it to be some sort of scam, and now I have received it again - Is it a scam??

I would avoid using these cards. If there is no fee for using them, they must be gathering and selling your information when you "use the card at your pharmacy", in order to make money. I could not find any reviews of this system by anyone other than their own site and/or other promotional sites.
