Is the burner supposed to stay on at all times on a gas water heater?

I changed out the thermocouple on my gas water heater! The pilot light and burner stayed on for an hour or so ! Burner went out but pilot light stayed lit ! (It went out on Thursday, just now got time to fix it and get the right parts) Is the burner supposed to stay lit at all times or is it supposed to go out ?

Burner should cycle Off, when the tank is hot, if not there is a temperature activated pop-off that will relieve excess temperature/ pressure to a pipe that will let water flow out, and unheated water flow in. Suggest you turn it off, and call a Professional!!!
