Is there a way to clean the outside of gutters so they are white instead of gray?

Unfortunately, the resins and other organic biodegradation products from decaying leaves, etc in the gutter, which gets splashed over the front during rainstorms, if VERY effective in staining gutters. Seems to affect painted one MUCH more than plastic gutters.

About the best you can do without affecting the paint is to use a non-abrasive tub and tile cleaner - check it first on an obscure spot to be sure it does not lift the paint. Dishwashing liquid detergent like Dawn should also be paint-safe.

Things which will affect the paint finish somewhat and necessitate earlier repainting, although they do work much better, include abrasive cleaners like comet, clothes washing detergent like Tide, solvents like paint thinnner, TSP, and Foaming Bubbles type tub cleaners. All will clean the staining off, but with dullingof the paint at a minimum, and abrasion of the surface at worst.

I think you will find that spraying it with detergent and then hosing or pressure washing from the ground will not have noticeable effect - the resins and weather-aged stains are just too tough for that - it is a ladder and elbow grease job.

As a gutter contractor let me first say what you are describing is called Tiger Striping.

An yes it can be removed without damaging the paint. Type the problem in your search engine an several products appear like Gutter Edge and any of them can remove the ugly black film without damaging the finish.
