Is it common to pay for an estimate for remodeling projects?

I'm looking around for a contractor to work with regarding some water damage in my family room and basement.
I currently have a insurance claim in process. I heard back from one today who wanted $150 for the estimate. The price would be refunded if he gets the job. Is this a common practice? Is that price standard?

In 40 years of home improvement, I have never recieved money to give an estimate.

Areas of my background are windows, siding,kitchen remodeling, basement waterproofing and remodeling, gutters, roofing, energy conservation, and currently gutters covers in Nebraska & Iowa.

ps Body shop estimators sometimes charge for estimate
