As far as I know for carpet cleaning ,they only need to pay an Occupational Tax,formerly called Occupational License, in the city or county they are located in. They can then work in other cities and counties ,without paying for another one.

In Florida, to clean carpets, they are not required to have a professional or contrator's license - just a business license like all other types of businesses. Also, in some counties/cities they have to have a business permit from that jurisdiction.
