Is contractor placement under a category based on how many reviews and their rating or if they pay to advertise?

How is placement for a contractor figured out under a category? I've been told that it's based on how many reviews and their rating. AND I've also been told you can pay to advertise for a placement at the top of the category. Which is it?

Here is a previous Angies List answer on this -

I was not able to quickly find the other answer where they said, as I recall, that vendors are sorted within a category listing by rating (A-F, though D and F do not appear in a normal search), and C rated contractors cannot buy ads or offer Deals or Coupons, but within the A and B ratings those who pay to advertise or offer Deals/Coupons over a certain committed amount are top-loaded within those categories. SO both are evidently true - sorted first by rating and number of ratings/reviews within a rating, then top-sorted by advertisers withing that rating.

That is why it is important to read reviews, and see how many reviews there are - because an A rated vendor with 2 reviews who advertises can be listed above one with same rating and dozens or even hundreds of reviews who does not advertise or offer Deals or Coupons.
