Sometimes - depending on whether they are successfully selling them as playground cushioning, fresh earth cut or fill erosion protection, or as planting mulch or such. Usually what you would get free from a Tree Service would be mixed material - with all the leaves and twigs in it too and possibly sharp to kneel on conifer needles, so can go slimy and rotten from the leaves biodegrading if from a leafy tree like willow or alder or cottonwood volunteers.

Highly unlikely you would get pure wood chips free - plus if looking for garden/planter mulch chips you would have to know what types of trees they came from so they don't poison your garden. Would be just your luck to get some cypress or sumac or cherry or redwood or magnolia or such in there that could kill certain types of plants.

You would have to call around to Tree Service companies to ask - I would guess most will want about $100-250/truckload of about 5-8 CY, depending on area and if only wood chippings or including leaves and such. Course, the leaf things (except for needles) you can pretty much control by making sure you get after the leaves are off the trees in the fall.
