Is it better to remove popcorn ceiling or cover with drywall, that contains abestos??

Recently purchased a home with popcorn ceilings that contain 5 % absestos and reviewing options to remove it all together, which is very expensive or cover with drywall? Debating on what to do?

Would probably take a Remodeling - General Contractor to wrap it all up in one contract - though you typically pay 10-30% extra for him to do that because most or all the job would be by subcontrctors anyway.

Note the asbestos does not have to be removed (though might lose a few potential buyers come resale time if it is not) - can be encapsulatd with an encapsulating spray, then either painted or retextured without removing or disturbing the popcorn at all. in some states just retexturing is enough, without the adhesive primer to "glue" and loose asbestos to the surface.

Covering with drywall won't work well - VERY difficult to get a flat surface without scraping the popcorn away, which gets you into the asbestos situation so in that case you might as well just take it completely off and start with new drywall.
