Is my water heater losing heat?

We have a two year old water heater in our basement. Over the last few weeks, the hot water in the morning and evening has not been as hot as it once was. Where I used to turn the hot water tap in the shower a quarter turn, I now must do a half turn, and even that is not working. We've turned up the temperature about two weeks ago, but are now experiencing the same problem. Is there something wrong with the water heater or could there be a problem elsewhere in the system? We also have radiators in our house, but I think the boiler for that heats its own water.
