Leaking Panel Window

I have a very large panel window, between two double hung windows, that leaks only when the rain comes out of the south, directly hitting the window. The leak is only on the panel window and it comes out of the casing at the top of the window on the inside. The exterior construction of the wall is artificial stone. The window company says that they cannot see anything wrong with it. When they came out to look they said I should seal the stone, which has already been done. The builder points to the window people, the window people points to the stone people and I am in the middle. All I know is that I want it fixed. Any ideas on how I need to proceed? The home was finished in May of 2011 and this has been a problem since then.
