I assume you meant about 16 feet long and maybe 2-4 feet high.

If you meant 16' high, hope you are rich, and you need to start with a civil engineer for design, then a concrete contractor or general excavation contractor to build it. A 16 foot high retaining wall would not normally be built along a driveway - you are talking $1000+ per linear foot, in all probability. That sort of expense normally only occur on hillside construction to provide enough space to develop a building pad for the house.
