Unless you know who has the old phone now and can contact them and make arrangements to download it or have them eMail it to you, that route is a lost cause.

If you used Google Cloud, contact them about possible recovery - or if your cloud account still exists (say you transferred to new phone or kept the old account and phone number), then you should be able to just go on the Cloud and recover a copy - if you saved a copy to the cloud or use automatic cloud backup of everything you record on the phone.

Could, if on the cloud, be recovered by logging in from a smart phone (may have to be an Android phone - I doubt it though) or a computer and download from the Cloud backup copy to an eMail account or to a thumbdrive or flash card - or eMail to a friend or work account (if allowed) to download there to a thumb drive or writeable CD/DVD as you desire.

If on the cloud but you forgot your account login info, you would have to contact Google. Or if same eMail account, might be able to try to access it and go through the "I forgot my password" procedure to have them send it to you, IF you have the same eMail address now. Otherwise do NOT do this, because it might send the eMaill password to your old phone if you did not scrub the eMail account info off it before disposing of or selling it.

One other thought - if this video came in to you or was sent out by you using eMail or as an attachment using some other App, a copy might be in your eMail account Inbox or Sent mail folder at your ISP, if you have your account set to save all eMails.

Ditto if you sent it to anyone or they sent it to you - check with those people to see if they have it on THEIR device and can send you a copy.
