Mildew on window sill

How do I clean and retard mildew on a window sill. I have removed the sill and found mildew underneath.

Moisture may be "seeping " in from the outside, have a window Pro take a look. Other windows may have the same issue.

Where there is mildew there is moisture.

bayarea is right. There may be problems with other windows as well. Howeever, if you cannot afford a professional at this point, you can:
remove the sills,
treat with bleach,
allow to dry,
spray with KILZ,
reinstall the sills,
caulk the entire window frame and sill with a silicone based caulking inside and especially outside

That should buy you another year or two depending on the solidity of your sills and framing.
