Electrical would be your normal category for this - but many normal household electrician do not work on mobile homes. Another possibility is to contact local mobil home and RV dealers and repair companies - some of them do this, others will be able to recommend someone.

Not a simple thing because of the way mobile homes are made - many run the wiring basically horizontally within the walls so may mean tearing out a good portion of the panelling and cabinetry to do it - or abandoning the existing runs and running in conduit under the home and then up in the walls to each usage point. Fortunately, not too many outlets or fixtures in a typical mobile home.

You did not say WHY you need new wiring - unless eaten by rodents or disintegrating with age (old rigid plastic or cloth insulated wiring, for instance) it may be just outlet changes or panel rewiring will handle it - unless you know the wiring itself is breaking down, I would gaet a couple of electrician to look at the issues you are having and make recommendations.
