My water heater was lukewarm, ended up buying a new one and it is also lukewarm, what could it be?

With an electric water heater, it could be that you do not have 240 volts to the water heater, only 120 nvolts. May need an electrician to check and correct if only 120 volts. Did a Pro install it? If so call them back.

Checked the voltage and am getting 240. When we drain the tank it fills and gets hot but once we shower. It doesnt get hot again.
