Sounds like drywall tape was not used, or only cheap paper tape - and at least on ceilings under an attic at a minimum, and all ceiling drywall joints in general should have been finished with fiberglass high-strength tape.

The joint is filled with joint compound forced into it to fill it (for firestop purposes), then the porous drywall tape laid on over the fresh compound, then coated over and stretched out over the joint with the drywall knife applying another coat of drywall compound. Then typically 2-4 cycles of sanding and dusting (to smooth the joint) and applying another coat of drywall compound, using a wider blade each time out to about 10-12" wide on final coat, is done to feather out the joint and make it more or less invisible by the time it is painted.
