Old insulation has paper on both sides

I want to add insulation in my attic. The old insulation has paper on both sides. The paper on the top is very thin and rips easily when touched. Is this a vapor barrier or just paper? Can I add unfaced insulation on top of this? Should I try to remove the top layer of paper? The house was built in the 1960s and it is the original insulation.
