Outdoor cement pool deck covered over with "Peebly Rock Stuff" that is breaking up all over the place.....how remove & best replacement?

I have seen many decks like this. A HEAVY polymer sealer or the like will penetrate the surface and help it bond together and hold. I have also seen people do a diamond grind, then seal. Also you can float a very thin layer for fiber based concrete. Tearing out the deck costs tons more and a good professional will justify his cost in the eco-friendly restoration.
