Pilot stays lit, burners will light, but valve keeps turning back to pilot when let go...???

Old American Standard furnace. There is no "on" written anywhere, just "off", " pilot", and then a "10" about a 350° turn from "off". Replaced thermocoupler & pilot stays lit. If I turn valve up past pilot the flame grows & burners will light, but once I let go the valve turns back to " pilot ". Is it a bad gas valve?
