Assuming you do not have a pet eating it, I would say as long as they are eating it, keep feeding it to them - it may be you have a continuous stream of outside rats coming in for take-out dinner - so much the better. Obviously, once no bait has been taken for a week or so, time to start sealing off all possible entrances to the garage.
In May the manufactuer also agreed with the EPA to eliminate some products, and remove many of the more effective once from the market because the EPA decided they were too dangerous - so it may be you are getting the less effective "watered down" version that need more ingestion and time to work. How I long for the days of strychnine rodent poison.
