Angie's List will not get you that detail - you will need to Search the List for local flooring contractors, then after reviewing ratings and reviews, start calling to locate a few who have experience doing this, hopefully with digital photos of their work.

I am at a loss why you want to bleach it (unless previously finished with a darker stain), or white stain an oak floor, but to each their own, I guess.

When you talk to contractors, be sure to ask about the bleaching rather than sanding - if previously finished bleaching is likely to result in a very uneven result, so be sure to discuss the procedure and process and their recommendations. I would bet their recommnedations willl be about 3:1 in favor of sanding down completely to bare wood, then staining and clear finishing from there.
