I am not sure how you know what parts are needed (could be screen, video card, video driver, connection problem, interface card - but anyway, TV Repair would be the Search the List category to find a repair tech - though I would suspect you will be surprised about the parts cost from the shop (likely about 100% markup from what you see on the web), plus maybe $100-300 labor depending on the exact problem.
You can find a lot of previous similar questions about the repair/replace decision, in the Home > TV Repair link under Browse Projects, at lower left. Looks like replacement cost for yours (does not look like they make 37" any more - yours appears to be a 10 year old model - 28, 32, then 40" appears to be your choices in a Samsung. Runs about $225-250 replacement cost, so I really doubt you can get your repaired for that amount - and may well pay half that much just for the diagnosis to find out the full repair cost, so I really think - especially considering a new TV will also0 have a new warranty - that replacement is probably your better choice.
