Septic back up

We have a two story home with a partially finished basement. There is a toilet on each floor. The lowest being in the basement bathroom.
Very often our septic backs up into the basement floor drain. I have noticed that whenever this happens that the basement toilet has no water in the bowl. I am wondering if this may indicate that the vent pipe is clogged. Would all of the toilets have empty bowls or just the lowest one?
