Shoddy Roof Replacement, Contractor never inspected, Never admit Errors, ONLY Demanding Balance Payment

Contractor said his workers were trained and said in echo with me an importance of installing shingles correctly to prevent future issues. Unbeknown to homeowner (me) actual job was done by four littering, non-English speaking young Mexican men (subcon) who did a shoddy job. The subcon left behind spongy sections on the roof due to Neglected to replace rotted plywood decking/Starter shingles twice longer than required at eave edges and totally absent from rake edges/ ice & water shield and drip edge both Neglected - not installed/ too many improperly driven nails: over, missing, wrong location, at an angle/ Neglected flashing on chimney & pipe resulting in rain water leaking down to the attic below/ ridge vent manufacturer requires an identical gap on left & right for gable roof. A gap on the left but none on the right. I hired an inspector, found above errors, filed complaint with BBB. Balance due 23 days ago. Can I withhold 25% of balance until errors fixed? Any advice welcome!
