Should I give animal control my name and phone number?

To report a stray animal, you probably don't have to. To report the feral cats being fed by the neighbor, they probably are required to collect that info, AND make it available to the neighbor - anonymous complaints are generally not allowed.

If you fear the neighbor, that is a consideration.

For a police report about creating a nuisance, it would definitely be required, and go on the public record.

However, to solve the problem you have to do something, even if it causes a neighbor problem. If you feel threatened, they should have a procedure to keep the compainant's information confidential, though that might require a court order.
