Should I remove my bladder insulation and better insulate my rim joist. Manufactured home, full finished basement.

I wonder about the vapor barrier being an issue trapping moisture in my basement with the bladder still being intact on the bottom of my manufactured home. As stated above I have a full finished basement but know I'm bleeding heat out the sil and rim joist. On a finished basement is it even necessary to have that insulation in place. The basement is heated as well. Thanks to any insight.
