The solution for this is flashing - metal shapes fastened to the chimney and tied in under the siding to divert the water coming down along and at the chimney out and over the siding, or down the flashing to free drainage.

The flashing around the chimney at the roof interface a roofer can do, that area as well as the flashing down the chimney sides where it sticks out through the wall (the siding interface) a Chimney Sweep can do - one who does chimney repairs, not just cleaning.
