Sounds like water is running at water valve (toilet) on wall. Even after shutting valve off I still hear it.

It's a constant sound like you'd hear if the outside spigot were on. It's there before flushing, and after flushing/filling is completed. Everything inside the toilet seems to be fine. No running water into the bowl. The noise is at the wall. I've had the valve shut off more than 5 minutes and it's at the same noise level. *My water bill has increased by $40 since the month hefore last. I've only noticed this sound for about a week, but I may not have been paying attention until recently.
