Sounds like maybe power supply is going - or possibly a capacitor failing to hold its charge. TV Repair is the Search the List category to call around and get a ballpark estimate of whether it is worth repairting or not - commonly on TV's less than about 25 inch or so can be more expensive to do even a minor fix than to buy new, because minimum diagnosis fee is probably about $50+, and another $50-100 range probably minimum to fix.
