Thermal expansion in pex piping, is it normal to hear?.

New construction home, only a year old. We hear knocking/ticking noises when we use the hot water. Builder says it’s normal thermal expansion and is refusing to do anymore than add insulation around the pex piping. Is it normal that we are hearing thermal expansion? Or was it most likely installed incorrectly? And now they are just trying to muffle the noises? They have already tried water hammer arrestors, prv and adding a thermal expansion tank.
