If you are experiencing a sewage smell you should contact a plumber. There are plenty of reputable guys listed on this site. They should be able to locate a cleanout and insert a camera to inspect the sewer main for a breakage or blockage in the pipe. If your basement bathroom uses an evacuation pit there could be a problem with the evacuation pump and a plumber can fix this as well.
If you are experiencing a musty smell this may not be a plumbing problem but instead a mold/ground water problem. Moldicides, sump pumps, perimeter drains (french drains), vapor barriers, and dehumidifiers can all be part of the solution to a mold problem. Many waterproofing companies offer free basement inspections and can let you know the best way to fix a leaking moldy basement.
