WHY DOES THE WATER LEVEL IN TOILET ALMOST OVERFLOW, THEN DROP SUDDENLY?

I HAVE BEEN HAVING ERRATIC PROBLEMS WITH STOPPAGES IN TOILET, SOMETIMES ACCOMPANIED WITH BACKING UP IN BATHTUB. BUT SOMETIMES IT WILL BE ABOUT TO OVERFLOW AND THEN ALL AT ONCE LEVEL AND WASTE IN TOILET DROPS SUDDENLY AND TOILET BOWL AFTERWARD USUALLY IS NOT FULL TO LEVEL. I HAVE ONLY 1 TOILET AND 1 TUB. I'M BEGINNING TO THINK I MAY HAVE AN VENT ISSUE?

NO - not a vent problem. While that can cause slow flushing at times, theHere are some prior similar questions with answers which should help - definitely sounds like a blockage in the system, assuming the tank is filling up allthe way so there is enough water to flush.
