Water comes from under dishwasher and cabinet base when dishwasher runs and if I run sink in kitchen as well!

While it is possible there is a pipe blockage in the drain pipes under or beyond the sink, causing backup through the dishwasher drain line till the dishwasher overflows, it is much more likely that you have a pipe leak under the sink, or the garbage disposal has worn through its housing and is leaking.

It is also possible that the dishwasher discharge line has come loose under the sink or has cracked, so water is leaking there. In almost all cases, if you dry out under the sink with paper towels and then spread a layer of dry towels out, then run the water a bit, you will see a wet spot appear on the paper towels under the leak. If no visible leak in the under-cabinet area but comes out under dishwasher/cabinet, then likely a dishwasher discharge hose or in-the-wall drain pipe leak, but dfon't run any significant amount of water because that leakage water is going in under your kitchen floor and likely heading towards the downstairs as well.

Either way, stop using water in the kitchen swink or the dishwasher and call a Plumber, because since it happens when only the sink is being used as well, except for a possible back-flowing dishwasher drain hose leaking or causing backflow into the dishwasher, it is not dishwasher related.
