Waters seeps into garage from where wall and floor meets

I have an attached garage at the ground level. Every time when it rains or snow melts, I can find a small water puddle next to the wall. After investigating for a couple of months, I found out the water comes from where the wall and floor meets. My understanding the wall should be build below the frost line which could be several feet. There is nothing under the garage. Where does water come from? Only at that spot.

for some reason, the pic is rotated by 90 degree. You can tell the water stain next to the wall.
