You can get some answers to that question in the responses linked right below this response. Depends a lot on what you are fastening them into - concrete might take a concrete contractor, wood a carpenter for factory-made railings - custom railings you probably need a custom wrought iron railing company.

If the iron is rusty but essentially intact - not badly rusted away - maybe all you need is removal and sandblasting and refinishing and reinstallation, which might cost less than new especially if custom-built rather than off-the-shelf units.
