We have lived in our house for 23 yrs and we have wood rot in dormer windows and need to replace

We built our home in 1991 and have vinyl siding. We didn't do vinyl windows at the time and we have 4 dormer windows on the second story of which two are leaking. When you look on the exterior you can see that the wood is rotten and the windows need to be replaced. I would like something inexpensive but good enough to last for another 25 years. Would vinyl windows be the best option since we have vinyl siding?

"Best" depends on how long you intend to stay in the house, your climatic conditions (severe summers or winters so thermal efficiency is critical ?), solar exposure (vinyl has issues with intense sun exposure over the long term), your preferences on appearance, etc.

Vinyl is certainly likely to be the cheapest or close to. I don't see that you have vinyl siding would have anything to do with your choice.
