We purchased a new washing machine 3 1/2 years ago. We recently replaced the timer, and the repairman said the tank was all rusted.

Isn't this too new to have this type of problem. Maybe the machine was used or refurbished?

Your washing machine really shouldn't have rusted that quickly. Either there is a defect in the manufacturing of the machine or your have a really bad water supply with some harsh minerals or chemicals that helped it along. have you done a search online to see if there are other complaints about your manufacturer's model? There may be a recall. Call the manufacturer and give them the serial number. Ask when it was manufactured to verify it was new and ask if they are acknowledging any known problems with the machine.
