What is the Average Cost to clear clog and fix leak in Kitchen sink drain?

We moved into a new place 2 weeks back, sink was draining fine until yesterday. When I turn on faucet, Water drains slowly and in about a minute water pools up. Then I stop faucet and it takes about a minute for gathered water to drain.
When I turn on garbage disposal, water backs up a bit.
Sometimes I head gurgling sounds and see big bubbles when water is draining.

Using dishwasher causes dirty Water to back up in Kitchen sink.

Drain leaks a little bit. Home inspector did suggest to get a new drain pipe as it was puttied.

How much would it cost to clear clog and install a new pipe?

Sounds like you have a plugged trap - the "U" shaped section of the piping under the sink, should be last bend before ipe goes into wall.

Disassembly and cleaning typically minimum service charge - about $75-175 except more in very high priced cities, typically about $125. Would be a good time to get the puttied joint fixed too - have him price it when he sees it, but likely no added labor and mayber $10-25 in pipe parts. This assumes plastic pipe - if cast iron or brass then maybe $100-150 more.
